State support The law of Lipetsk region № 316-OZ “About special economic zones of regional level”, Aug.16, 2006. Article 10. The forms of state support 1. The participants of SEZ RL are provided with the state support of investment activity in the following forms: - the release from the taxation of the participating organization of SEZ RL concerning the property considered on the balance of the organization, created or acquired for carrying out activity on the territory of this special economic zone, and also used and located on the territory of this special economic zone, for a period of seven years from the date of property registration; - the release from the taxation of the participating organization of SEZ RL, which is carrying out investments into building of infrastructure objects of special economic zones (water supply, sewerage, cleaning facilities), according to the law of Lipetsk region № 316-OZ “About special economic zones of regional level”, Aug.18, 2006 concerning the considered on balance of the organization property created for the functioning of the special economic zone and located within the borders of the special economic zone and the territory adjoining to it, for a period of seven years from the date of registration of the specified property; - the release from a vehicle tax payment of the participating organization of SEZ RL concerning the vehicles considered on balance of the participating organization of SEZ RL, for a period of ten years from the moment of registration of the vehicle; - the decrease of a tax rate subjected to be transferred to the regional budget for the participant of SEZ RL for 4.5 percentage points concerning the profit gained from the activity being carried out on the territories of SEZ RL, on condition of maintaining the separate records of income (expenses), gained (suffered) from the activity being carried out on the SEZ RL territories, and income (expenses), gained (suffered) from the activity implementation outside the territories of SEZ RL, for a period of five years from the moment of gaining profit, and in case of manufacturing of export-oriented and (or) import-substituting production, if the share of the income from the realization of the specified production reaches not less than 50 percent in total income from the realization of goods (work, service), for a period of seven years from the moment of gaining profit; - subsidizing of an interest rate for the credits attracted by the participants of SEZ RL for the implementation of investment projects in the order and the sizes established by the regulatory legal act of the administration of the region; - granting subsidies for the improvement of the SEZ RL participating enterprises' territories; - granting the state guarantees of Lipetsk region to the enterprises and the organizations on investment projects with the attraction of credit resources for the implementation of investments in the form of capital investments, and also the possibility of regional mortgage fond using; - the decisions on preferences on a rent for the land plots (land tax) are made by the local governments on whose territories SEZ RL are created.
The specific indicator of cadastral cost is 6 740 thousand rubles per hectare. - The rent rate for the land for the participants of SEZ RL: 0.1% of cadastral cost per year for a period of five years from the date of lease contract signing on condition of acquiring the membership in SEZ RL IPT “Chaplyginskaya” and obtaining the building permission within 1 year. - The rate of a land tax for the participants of SEZ RL: 0.1% of cadastral cost per year, the privilege is granted from the moment of their official registration as the participants of SEZ RL IPT “Chaplyginskaya” until bringing the object into exploitation. The participants of SEZ RL are not entitled to receive the state support in other forms. SEZ RL IPT “Chaplyginskaya” was created by the decision of the administration of Lipetsk region № 168 Nov.30, 2006 on the area of 221 hectares. Later this area was extended up to 449 hectares by the decision № 235 March 18, 2009 of 27th Session, 1st convocation of the Deputy Council of the urban settlement of Chaplygin. The territory of SEZ RL is located on the lands of the municipal formation of the urban settlement of Chaplygin and it is designed for deployment of 16 enterprises from diverse industrial branches (metallurgy, petroleum refining, engineering, etc.). Engineering infrastructure of SEZ RL IPT “Chaplyginskaya”: 1. Enterprise deployment sites Profitable geographical position of the sites (direct proximity to the Moscow – Astrakhan railway, passing of the “Caspiy” M-6 highway in 16 km, proximity to the Tambov and Ryazan region borders) makes them extremely beneficial in terms of logistics and transport support.
